全国政协委员连玉明建议农民养老金每月至少上调100元

连玉明指出，农村养老不仅是全社会养老服务体系建设的重要组成部分，更是我国基本养老服务体系建设的薄弱环节。在中国近3亿的60岁以上老年人口中，农村老人的养老问题尤为紧迫。为此，他建议在全国范围内统一上调农民养老金，每人每月至少增加100元。

根据连玉明的估算，这一措施将涉及全国1.3亿农村60岁以上老年人口，每年新增财政支出将达到1560亿元。虽然这一数字看似庞大，但相对于去年全国一般公共预算支出274574亿元来说，仅约占5.6‰。这表明，通过合理的财政安排，完全有能力实现这一上调目标。

连玉明还强调，随着中国经济的持续增长，农民养老金的增长机制也应得到进一步强化。他建议确保农民养老金的增长幅度不低于年度农村居民人均可支配收入的增长幅度，使农民能够分享到经济发展的成果。

此外，连玉明还提出了一系列完善农村养老服务体系的建议。他呼吁加快基于应对人口老龄化和乡村振兴背景下的农村养老服务体系建设，强化社会资源和社会力量在农村养老制度建设中的参与，特别是要加快补齐特殊老年群体长期护理（失能照护）服务短板。
